GitHub Copilot adds GPT-6.1 Terra for lower-cost agentic coding

GitHub has added OpenAI's GPT-6.1 Terra to general availability in GitHub Copilot. Its official October 26, 2026 changelog describes the model as designed for everyday agentic coding and terminal work at a lower cost than GPT-6.1 Sol. Rollout is gradual, so even users on eligible plans may not yet see it in the model picker.

This changes the text and coding model available inside Copilot. It is separate from the service's image-generation capability. For developers, it adds a model choice for programming tasks, with suitability and cost to assess under usage-based billing.

GitHub's performance and pricing claims

GitHub says early testing found GPT-6.1 Terra solved more terminal and C# coding tasks than GPT-5.6 Terra. It describes focused, consolidated steps on well-scoped tasks. These are GitHub's results and descriptions, not a promise of better performance in every programming language or task.

The price comparison also needs precision: the model is described as cheaper than GPT-6.1 Sol, but the announcement gives no fixed savings percentage. Billing follows provider list pricing under usage-based billing. A lower unit price therefore does not, by itself, establish the total cost of a particular coding task.

Teams evaluating it can start with a defined task, review the output and examine the usage incurred. That assesses fit for their work without turning early test results into a promise about their repository, development environment or testing process.

Eligible plans and environments

The announcement includes Copilot Pro, Pro+, Max, Business and Enterprise. GitHub lists model selection in these environments:

  • Visual Studio Code
  • Visual Studio
  • Copilot CLI
  • GitHub Copilot cloud agent
  • GitHub Copilot app
  • github.com
  • GitHub Mobile on iOS and Android
  • JetBrains IDEs
  • Xcode
  • Eclipse

The environment list is broad, but deployment remains gradual. A model missing from the picker at a particular moment does not prove the plan is ineligible. The announced plans, rollout status for the account and organizational policy are separate considerations.

Administrators control access

Copilot Business and Enterprise administrators can manage access through the model policy in Copilot settings. With default model enablement active, new models turn on automatically unless an administrator has disabled that default or the individual model.

Before asking a team to switch, check both organizational policy and whether the model appears in the account. General availability describes product status; it does not remove gradual rollout or administrator decisions. Checking plan, rollout and policy together gives a more useful picture than the model name alone.
