Claude Code and GitHub Copilot are AI coding tools, but were built around different workflows.
Claude Code is an Agent working from the terminal that can read code, plan changes, edit files and invoke tools as part of a long task. It is available through paid Claude plans and API usage.
GitHub Copilot is integrated into code editors and GitHub itself. It offers code completions, Agent mode, CLI, Cloud Agent, Code Review and Pull Request workflows.
The comparison is therefore not "Which coding model is smarter?". It is between an Agent focused on terminal work and a system deeply integrated into the editor and GitHub.
How much Claude Code costs
Claude Code is not included in Claude Free.
Relevant personal plans are:
- Claude Pro: 20 dollars per month or 200 dollars per year. Claude Code included.
- Claude Max 5x: 100 dollars per month. Claude Code included.
- Claude Max 20x: 200 dollars per month. Claude Code included.
Max is offered with monthly billing only.
For teams:
- Team Standard: 25 dollars per seat with monthly billing, or 20 dollars per seat per month with annual billing.
- Team Premium: 125 dollars per seat with monthly billing, or 100 dollars per seat per month with annual billing.
Both seat types include Claude Code, with Premium providing higher usage capacity.
Under the new usage-based Enterprise plan, a seat costs 20 dollars per month with annual billing, while actual Claude, Claude Code and Cowork usage is billed separately at API rates.
Older Enterprise contracts may use a different seat structure, so do not assume every historical seat includes Claude Code.
How much GitHub Copilot costs
GitHub currently offers:
- Copilot Free: no charge.
- Copilot Pro: 10 dollars per month.
- Copilot Pro+: 39 dollars per month.
- Copilot Max: 100 dollars per month.
- Copilot Business: 19 dollars per seat per month.
- Copilot Enterprise: 39 dollars per seat per month.
On paid personal plans:
- Pro includes 1,500 AI Credits per month.
- Pro+ includes 7,000.
- Max includes 20,000.
Business includes 1,900 credits per user and Enterprise includes 3,900 per user, pooled at organizational account level.
One credit equals 0.01 dollars for billing, and actual consumption depends on the model and token count.
Which is cheaper
At entry level, GitHub Copilot Pro is cheaper: 10 dollars per month versus 20 dollars for Claude Pro.
But Claude Code and Copilot bill usage differently.
Claude Code on Claude plans uses the shared allowance for Claude, Claude Code and, on some plans, Cowork. GitHub Copilot uses AI Credits for advanced actions, while code completions and next-edit suggestions remain unlimited on paid plans.
Someone performing many Agentic tasks may therefore face very different limits or costs even when base subscription prices are similar.
How Claude Code limits work
Anthropic documents a rolling five-hour usage window, with weekly limits also applying to paid plans.
There is no universal number of "Claude Code requests you can make".
Consumption varies by:
- Model.
- Conversation length.
- Amount of context.
- Number of files read.
- Repository size.
- Tool calls.
- Reasoning level.
- Number of parallel tasks.
Claude Code and Claude chat generally share the same allowance on Pro, Max and Team plans.
Anthropic describes plan relationships as follows:
- Pro provides at least 5 times the usage per session compared with Free.
- Max 5x provides 5 times Pro usage.
- Max 20x provides 20 times Pro usage.
- Team Standard provides 1.25 times Pro usage.
- Team Premium provides 6.25 times Pro usage.
These are capacity ratios, not guaranteed prompt counts.
How Copilot limits work
GitHub moved to AI Credits in 2026.
Code completions and next-edit do not consume AI Credits on paid plans. Agent mode, certain models and additional features do consume credits according to model and token pricing.
Copilot Free includes 2,000 completions per month and a limited advanced usage allowance.
Cloud Agent and full Code Review are available on Pro and higher plans for individuals.
GitHub also notes that Code Review may consume both AI Credits and GitHub Actions minutes.
Terminal versus IDE
Claude Code is built around the terminal. It can operate on a repository, read files, propose and implement changes, and use tools as part of an Agentic task.
GitHub Copilot is built around the editor and GitHub ecosystem.
It officially supports:
- VS Code.
- Visual Studio.
- JetBrains.
- Neovim.
- Xcode.
- Eclipse.
Copilot CLI, Agent mode, Cloud Agent and Code Review are also available.
For people not wanting to change development environments, this is a significant advantage.
Models in Claude Code
Anthropic currently documents direct Claude Code support for models including:
- Claude Opus 5.5.
- Claude Opus 5.
- Claude Sonnet 5.
- Claude Sonnet 4.6.
- Claude Fable 5.1.
- Claude Fable 5.
Other Opus, Sonnet and Haiku models are also available.
For direct Anthropic usage, Claude Code's current default is Opus 5.5, subject to account and organizational settings.
The sonnet alias currently points to Sonnet 5, while fable generally points to Fable 5.1.
Because models change quickly, Claude Code's /model command is the most accurate way to check availability in a particular account.
Models in GitHub Copilot
GitHub publishes a broad model catalog containing models from Anthropic, OpenAI, Google, xAI and other providers.
But not every model is available on every plan, editor or feature.
A model appearing in GitHub's catalog therefore does not mean it is available identically in every Copilot account.
API usage in Claude Code
Claude Code can also operate with a usage-billed Anthropic API account.
For example, as of verification:
- Claude Opus 5.5: 4 dollars per million input tokens and 20 dollars per million output tokens.
- Claude Sonnet 5: 2 dollars per million input tokens and 10 dollars per million output tokens.
- Claude Fable 5.1: 10 dollars per million input tokens and 50 dollars per million output tokens.
Prompt Caching rates and additional conditions also apply. With API usage, costs can differ greatly from a fixed subscription depending on context size and working patterns.
GitHub integration
This is where Copilot gains a structural advantage.
Copilot can work directly with Issues, Pull Requests and Code Review. Enterprise also offers organizational code indexing for deeper context.
Claude Code can work on a GitHub-managed repository, but is not GitHub-native in the same way.
For a team whose workflow already centers on GitHub, this difference may matter more than model differences.
Privacy and legal protection
GitHub Copilot Business and Enterprise include IP indemnification under certain conditions, including use of the relevant filter and an unmodified suggestion.
This does not guarantee all Copilot-generated code is free of legal risk.
Claude Code data policy depends on account type, plan and connection method. Organizational users should check specific Anthropic terms and organizational settings rather than infer from a personal account's behavior.
Who Claude Code suits
Claude Code particularly suits:
- Developers working extensively in the terminal.
- Long, multi-stage Agentic tasks.
- Work across an entire repository.
- Users already paying for Claude Pro or Max.
- Teams wanting the same Claude models for chat and code.
- Developers wanting the option of direct API billing.
Remember that usage is shared with Claude chat on regular subscription plans.
Who GitHub Copilot suits
GitHub Copilot particularly suits:
- People wanting to work in their existing editor.
- GitHub-based teams.
- Users wanting a lower entry price.
- Developers wanting unlimited code completions on a paid plan.
- Teams wanting Code Review, Pull Requests and Cloud Agent within one platform.
- Organizations needing policy management and certain legal capabilities at Business or Enterprise level.
Claude Code or GitHub Copilot?
If your work starts in the terminal and you want an Agent performing deep repository tasks, Claude Code directly targets that workflow.
If you want AI within your editor and GitHub without changing the work environment, Copilot better suits that structure.
Copilot's base price is lower, but real costs under heavy usage depend on credit allowances. Claude Code subscription limits depend on shared Claude capacity, or API billing if you choose usage-based work.
There is no need to choose a "winner". These are two different ways of working with AI on code.
